  1. Step one, in a bowl, combine the flour, baking powder and salt in a bowl. 
  2. In another bowl, beat the butter until it is pale and fluffy using an electric mixer. Add sugar and mix until combined, then add vanilla extract and eggs until combined. 
  3. Add the dry ingredients gradually, alternating with the milk. Next, add the sprinkles and mix until just combined. 
  4. Grease two 9-inch round cake pans and divide the mixture evenly. Bake at 177°C for 20-25 minutes or until fully cooked. Leave to cool completely. 
  5. Next, cut the cake so that they are clean circles trimming the tops and bottoms so they are even. Then slice each of the cakes in half to make 4 layers. 
  6. In another bowl, place half of the buttercream and divide the remaining buttercream between three bowls. Now dye the buttercream any neon colour of choice. 
  7. On a serving tray/ plate, place one layer of cake and spread one layer of neon buttercream over the cake surface. Repeat with the other layers of cake until you reach the final layer. Once fully constructed, cover the entire cake with the remaining white buttercream. 
  8. Place the gummy bears around the outside of the cake in a design that you like. Make sure the entire cake is covered with gummy bears. Place more bears on the centre of the cake. 
  9. Now your cake is ready to serve.
